A pull-stop collar does not have a fastener.

The permanently closed collar is slipped over the dog's head and sits relatively loosely on the neck.

As soon as there is tension on the leash ring, it contracts to the smallest specified neck circumference.

This means the dog is not choked, but still cannot wriggle out of the collar.
